02:23.512019年08月23日「新華社」レアアース鉱山で進む環境対策江西省贛州市中国江西省贛州（かんしゅう）市は中国の主要な中重希土類（レアアース）の産地として知られる。初期の採掘では技術的な問題から、レアアースを含む土砂を酸などの溶液を満たした池に浸し成分を浸出（リーチング）させるプールリーチング法や、堆積した土砂に溶液を散布し浸出させるヒープリーチング法を採用したため、大規模な植生破壊や土壌流失、環境汚染などの環境問題を引き起こした。同市はここ数年、劣悪なレアアース鉱の廃鉱措置を積極的に推進しており、植生を失った山々も緑を取り戻している。浸出採掘で生じた汚水の集中処理も進み、環境対策は初期的成果を上げた。同市は２００６年、プールリーチングやヒープリーチングによる浸出を禁止し、坑内で地層に直接溶液を流し込み、成分が溶けた溶液を回収するインシチュリーチング方式を普及させた。２０１６年には同方式を基にアンモニウムが発生しない環境配慮型の採掘法を開発。採掘過程で環境に与えるダメージを最小限に抑えた。同時に廃鉱措置も進め、２０１８年には全市で累計９１・２７平方キロの廃鉱処理を完成。鉱区の植被率は措置前の４％から７０％以上にまで高まり、良好な生態修復効果が得られた。廃鉱措置では、植生回復のほか汚水処理も重要となる。昨年稼働を始めた竜南県関西鎮の小流域排水処理場では、アンモニア性窒素が基準を超えた地表排出水を１日当たり６千立方メートル処理できる。同市は採掘の負の遺物となった廃鉱区小流域の出口断面に七つの小流域排出水再処理場を建設し、数十年間にわたる浸出作業がもたらした地表水のアンモニア性窒素濃度超過という問題に対処している。これらの処理場は現在、良好な運用効果を上げており、処理後の水も排水基準をほぼ満たしている。（記者／余剛）＜映像内容＞レアアース鉱山の風景、処理場の様子、撮影日：撮影日不明、クレジット：新華社／共同通信イメージズ
