24日、「妻と二人で3ムー(0・2ヘクタール)ほどの天麻(オニノヤガラ)を植え、1年の収入が10万元になった」と支援について語る寧強県燕子砭鎮東麗村の村民、周文生さん(右)。震災後、周さん夫妻は山の上の小さな土レンガ小屋から山の下の新居に引っ越し、居住環境は飛躍的に向上した。汶川大地震(四川大地震)から10年を迎えるにあたり、当時深刻な被害を受けた陜西省寧強県を訪れた。そこには現代的で住みやすい街が形成され始めていた。「最も美しいのは住宅、最も頑丈なのは学校、最も現代的なのは病院、最も満足しているのは人々」とは同県の復興に対する住民の共通評価だ。建設支援を進める天津市は近年、社会のあらゆる分野に働きかけ、さまざまな業界が全面的に支援し、寧強県天津医院や天津高級中学、県城中心敬老院、燕子砭鎮東麗村などが次々と完成した。寧強県全体では震災後10年間で113カ所に仮設住宅を新たに建設し、2万3千戸の住民が新しい住宅で暮らすようになった。同県は10年間で学校66カ所を再建。「13年間無料教育」を実施し、「全国義務教育発展基本均衡県」の称号を手にした。さらに県全域の医療機関の建築面積は2008年の4万2千平方メートルから10万5千平方メートルに増加し、新たに268の村衛生室を建設。都市部と農村部の医療救助体制は県全域をカバーするようになった。同県は現在、都市部と農村部の生産機能や生活機能、環境機能はいずれも揃っており、全く新しい姿へと変貌している。(漢中=新華社記者/陶明)=2018(平成30)年4月24日、クレジット:新華社/共同通信イメージズ
