    スイス・ジュネーブで16日に閉幕した生物兵器禁止条約(BWC)第9回運用検討会議では、李松(り・しょう)軍縮大使を代表とする中国代表団の積極的な働き掛けの下、最終報告書が採択された。報告書は条約の実効性を強化し、全面的な順守を促進することを決定。作業部会を設置して遵守と検証、国際協力、技術審査、国内履行などの実質的作業を行い、法的拘束力を含む条約強化措置の合意に向け尽力するとした。会議参加国は、現在の国際情勢の下で会議が成果を得られたことについて、ここ数年の国際軍縮分野で多国間が努力して得た重要な進展であり、世界のバイオセキュリティー管理を強化する上で重要かつ深い意義を持つとの認識を示した。会議終了後に取材に応じた李氏は、条約枠組みの全面的強化と条約の実効性向上に役立つ検証議定書交渉が米国の反対により20年も停滞していることについて、中国が会議の冒頭で、締約国はこの機に新たな状況下で条約の枠組みを強化する共通の目標を再確認し、今後の条約強化に向けた詳細な計画を策定すべきだと提案したと説明。会議の結果は中国の主張を十分に取り入れたものであり、条約の枠組みを全面的に強化する多国間プロセスを再開するとともに、中国を含む多くの発展途上国が長年堅持してきた共通の立場を反映したと述べた。李氏は、会議期間中の中国代表団のもう一つの大きな貢献として「科学者の行動規範のための天津バイオセキュリティー・ガイドライン」への締約国の承認と支持を積極的に推進したことを挙げた。同ガイドラインは、時宜にかなう重要な国際公共財として参加各国から歓迎されるとともに高い注目を集め、会議期間中に最も多くの賛同と支持を得た提案となった。生物兵器禁止条約は1972年に署名が開始され、1975年に発効した多国間条約で、現在の締約国は184カ国。中国は1984年11月15日に加盟している。今年の第9回運用検討会議は11月28日に開幕した。国際社会は、同条約が世界のバイオセキュリティー管理の礎であり、検証の枠組みの確立が条約の権威と実効性を確保するために必要な手段だと認識しているが、2001年に米国が反対したことにより検証議定書の交渉は現在も停滞している。(記者/姜雪蘭) =配信日: 2022(令和4)年12月20日、クレジット:新華社/共同通信イメージズ
