「新華社」高市首相が「台湾地位未定論」あおるのは歴史の歪曲慶応大学・大西広名誉教授

日本の高市早苗首相が先月、台湾に関する誤った発言を行い、不法かつ無効な「サンフランシスコ平和条約」を持ち出し、いわゆる「台湾地位未定論」をあおり立てようとしたことについて、慶応義塾大学の大西広名誉教授は１日、新華社のインタビューに応じ、高市氏の行為は歴史の歪曲（わいきょく）だと述べた。高市氏は１１月７日の国会答弁で、「台湾有事」は日本が集団的自衛権を行使できる「存立危機事態」になり得ると述べた。この発言はすぐに、日本の各界からの激しい批判を招いた。大西氏は高市氏の発言について、日本の自衛隊による台湾海峡への介入に道を開き、好戦的な態度を反映した極めて危険なものであるとし「許されるものではなく、撤回すべきだ」との認識を示した。高市氏は反省や誤った発言を撤回しようとせず、なおも自己弁護を続けている。１１月２６日、高市氏は党首討論で「サンフランシスコ平和条約でわが国は台湾に関する全ての権利権限を放棄している。台湾の法的地位を認定する立場にはない」と弁解した。しかし、台湾の中国への返還を明確にした「カイロ宣言」や「ポツダム宣言」「日本降伏文書」、および中日関係の政治的基礎を構成する四つの政治文書については言及を避けた。大西氏は「（高市氏のこの行為は）私にとって（歴史の）歪曲であり許されない」と強調。もし日本が台湾問題に介入すれば、それは必然的に中国内政への干渉となると述べた。さらに、サンフランシスコ平和条約だけを論じること自体が、ポツダム宣言などの文書を無視する立場を示していると指摘した。いわゆる「サンフランシスコ平和条約」は、中国やロシアなど第２次世界大戦の重要な当事国を排除した状況下で、一部の西側諸国が日本と単独講和を結び発表された文書である。この文書は１９４２年に中米英ソなど２６カ国が署名した連合国共同宣言における敵国との単独講和を禁じた条項に違反しており、国連憲章や国際法の基本原則にも反している。台湾の主権帰属など、非締約国である中国の領土と主権・権利を処理する内容はいずれも不法かつ無効である。大西氏は、当時日本と交戦していたのは米国だけでなく、中国やソ連なども含まれており、これらの国を排除することはできないと指摘した。また、カイロ宣言は日本が中国から奪った台湾や澎湖諸島などの領土を中国に返還することを明確に規定していることから、「（台湾は）もはや日本＝配信日：２０２５（令和７）年１２月４日、クレジッ...
