1947(昭和22)年12月13日、銀行の地下金庫に積まれた金塊は連合国軍総司令部によって日本の各方面から集められた金を延べ棒にしたもので、戦争の賠償に備え厳重に保管された。サンフランシスコ平和条約では連合国側の賠償請求権は基本的に放棄され、個別交渉による借款や有償、無償の経済協力で補われた。

1972(昭和47)年9月29日、田中角栄首相(右)と中国の周恩来首相(左)が北京で日中両国の国交正常化に関する共同声明に調印し、国交が開かれた。日本は中華人民共和国を中国唯一の合法政府と認め、中国は日本に対する戦争賠償請求を放棄した。米中の急接近に触発され日本は政策転換した。
