12 September 2019, North Rhine-Westphalia, Münster: Heinrich Bottermann (l), State Secretary in the Ministry for the Environment, Agriculture, Nature Conservation and Consumer Protection of North Rhine-Westphalia and Ministerial Councillor Jörg Friedrich stand together in the courtroom of the Higher Administrative Court in Münster. The Higher Administrative Court for North Rhine-Westphalia (Oberverwaltungsgericht für NRW) is hearing the action brought by Deutsche Umwelthilfe. The DUH is suing for an update of the clean air plan of the district government of Cologne for the city of Cologne. The aim is to take measures to ensure that the limit values for nitrogen dioxide are complied with as quickly as possible.
